Eagle Rays

It recommends a comprehensive, highly cost efficient service system of armed guards, called EAGLE RAYS, commuting aboard and between merchant ships entering and leaving the HRA. Floating bases would be established at entry points and junctions of transit corridors. The more continuous the security coverage along these corridors becomes, the less rewarding the business of piracy will be. Simultaneously, special, but lean-to-manage projects with both instant encouragement of non-pirates and potential long-term effect on the piracy business would be established on the mainland. Whereas the offshore component of the EAGLE RAYS would be self-financed primarily by the shipping and insurance industries (though at much lower costs than they have been to date), the onshore component would be a joint venture of EAGLE RAYS, the UN, community, local and international NGOs, the TFG and/or regional Somali authorities.
