I would prefer that the press, government, and military refrain from utilizing the term "war" except in the context of a formally declared (by Congress) conflict. Mr. President, I implore you to acknowledge that declaring war is not within your purview. The Department of Defense is fully equipped to handle the nation's defense needs. If, however, you insist on reverting to the Department of War nomenclature, I urge you to exercise extreme caution and avoid deploying troops into harm's way. Peace-time operations, whether overt, covert, or positioning-related, are understandable. As Commander-in-Chief during both wartime and peacetime, it is essential to recognize that the United States has been in a state of peace since the cessation of hostilities in World War II on August 6 and 9, 1945. This milestone marked the end of a global conflict and a tribute to the Japanese people and the Manhattan Project team.
